Claude 自然语言下会主动调用 read-only tool 3. `getRuleByContentsForToolName` per-content ACL 在 prod 工作 4. 第一层 subagent gate (`ALL_AGENT_DISALLOWED_TOOLS`) 在 `filterToolsForAgent` 路径生效 5. **第二层 subagent gate(NEW filter at `AgentTool.tsx:885-905`)真在 fork path useExactTools 路径隔离** 6.
